On June 22, 2018, the Complaints Committee of the College of Registered Nurses of Nova Scotia (CRNNS) ordered, pursuant to s. 58(3)(d) of the Registered Nurses Regulations, and with the consent of Ms. Palmer Meagher, that she receive a reprimand for inappropriate and unprofessional communication with a patient’s family.

The Committee also decided, pursuant to s. 58(3)(e) of the Regulations, and with Ms. Palmer Meagher’s consent, to impose the following conditions on Ms. Palmer Meagher’s licence:

  1. Ms. Palmer Meagher shall, at her own expense, promptly access all resources offered by her employer’s Employee & Family Assistance Plan (“EFAP”) to improve communication skills. Within four months of the date of the Complaints Committee decision, she will provide the CRNNS Professional Conduct Consultant with a summary of the resources offered by EFAP, and describe the extent to which she has accessed these resources.
  2. Ms. Palmer Meagher shall meet with a Nova Scotia Nurses Union (“NSNU”) representative to explore additional resources to improve her communication skills, and promptly access these resources at her own expense. Within four months of the date of the Complaints Committee decision, she will provide the CRNNS Professional Conduct Consultant with a summary of the resources identified with her NSNU representative, and describe the extent to which she has accessed these resources.
  3. Ms. Palmer Meagher shall, at her own expense, attend a Respectful Workplace Workshop offered by NSNU within six months of the date of the Complaints Committee decision.
  4. Counselling
    1. Ms. Palmer Meagher shall, at her own expense, promptly engage in counselling with a treatment provider approved by CRNNS to address her communication challenges, with sessions occurring at least monthly and continuing for a minimum of six sessions. Ms. Palmer Meagher shall comply with all treatment recommendations.
    2. Ms. Palmer Meagher shall provide her treatment provider with a copy of the Complaints Committee decision prior to the first treatment session.
    3. Ms. Palmer Meagher shall arrange, at her own expense, for her treatment provider to provide one written report to CRNNS, following the completion of six treatment sessions. This report shall confirm Ms. Palmer Meagher’s frequency of attendance, an opinion on Ms. Palmer Meagher’s compliance with
      treatment recommendations, an opinion regarding Ms. Palmer Meagher’s progress in improving her communication skills, and, if treatment has been discontinued, the date of discontinuation and the reason for discontinuation.
  5. Within six months of the date of the Complaints Committee decision, Ms. Palmer Meagher shall complete and submit to the College a reflective essay of no less than 1,000 words, acceptable to the CRNNS Professional Conduct Consultant, in which she will report and self reflect upon her learnings from the counselling obtained and resources accessed under paragraphs (a) to (d), and the actions she intends to take to incorporate these learnings into her practice.

In August 2017, Ms. Palmer Meagher spoke unprofessionally to a patient’s family when the patient arrived at the Emergency Department by ambulance. She made inappropriate comments suggesting that he should not have been brought to the hospital and expressed displeasure at his arrival. This was Ms. Palmer Meagher’s second complaint in two years regarding inappropriate communication with a patient’s family. The Committee determined that Ms. Palmer Meagher breached the Standards of Practice for Registered Nurses and the Code of Ethics, and that these breaches constituted professional misconduct.

On July 8, 2018, Ms. Palmer Meagher consented to the reprimand and the conditions on her licence.
